Taxes

The Republic of Uruguay is located in South America, between Brazil and Argentina, with the Atlantic Ocean coast. It is divided into 19 departments with the capital and the main port of Montevideo. The official language of Uruguay is Spanish, and the currency is the Uruguayan peso (UYU).

Individual income tax on wages is levied on rent for individuals (IRPF). This only applies to income over $1,000 per month. The tax is progressive from 10% to 36%.

Social security taxes
Both the employer and the employee pay part of the total contribution amount. Part of the employer is an amount equal to about 12% of earnings. The share of an employee ranges from 19% to 24% of earnings.

Property taxes in Uruguay
Depending on the location and other factors, the tax can range from 0.25% to 1.4% of the property value.

Impuesto a la enseñanza primaria is a separate real estate tax that finances primary education. The rate is usually low, from about 0.1% to 0.3% of the property value.
The tax is based on the "estimated" value of the property, which is usually lower than the market value. The tax applies only to properties with a registered value of more than $115,000 for one person and more than $230,000 for a couple. The registered value of real estate is often lower than the market value. If the property is your main home, the tax is charged at the rate of 50% of its registered value.

Taxes on rental income from property owned by an individual
If you rent out property belonging to you in Uruguay, such as a house or apartment, you will have to pay a fixed tax of 12% of the rent.

Capital gains tax for real estate sold by an individual in Uruguay
In Uruguay, capital gains from the sale of real estate are considered the same as any income from capital assets. The bet is 12% of the winnings.

Education

The education system in Uruguay consists of 4 parts: preschool education, primary, secondary and higher education.

Preschool education
Preschool education covers the entire life cycle from birth to the age of three and is not compulsory in Uruguay. It is mandatory for children aged 4 to 5 years. There are many public and private options.
To enroll children, it is necessary to apply to any educational center, having with you any document certifying the identity of the child and a health and vaccination card.

Primary education
Education is compulsory and free for all children aged 6 to 14 years. Uruguay is famous for compliance, as well as for the large number of elementary school students who enroll in secondary school. Children enter the first one at the age of 6, where they gain knowledge in academic subjects.

Secondary education
General education in secondary schools covers six years of study, divided into two three-year cycles. The first, or basic, cycle is mandatory, the second cycle is aimed at preparing for university.
The first stage of secondary education lasts 2 years and completes the mandatory period. The basics of subjects, including history, languages, mathematics and natural sciences, continue to be taught.
During the three years of secondary school, young students can choose between several streams depending on their vision of their future. All end with a bachelor's degree (certificate).

Higher education
Higher education offers a wide range of educational opportunities and consists of three different levels:
- Non-university higher education, which deepens and expands training in any branch of knowledge.
- Training in the field of education, which is aimed at training teachers, technical teachers, professors, physical education teachers and social educators.
- University tertiary education, which is aimed at preparing bachelors, postgraduates and masters in various fields of knowledge.
Uruguay has only two public universities: the University of the Republic and the Technological University of Uruguay, and four private universities.

Healthcare

In Uruguay, citizens and foreigners can choose from a variety of medical care options. Those who cannot afford treatment in the private sector choose the public health system instead. Public hospitals and polyclinics operate throughout the country. Another unique health care option that citizens and foreigners can choose is a health care plan called Mutualista. This is an affordable private hospital membership plan that is easily accessible to residents and expatriates.

Mutualista works like this: you need to apply to become a member of a private hospital plan. To become a member, you need to pay a monthly membership fee to the hospital. Upon admission to the hospital, the participant is provided with a full range of medical services — from regular doctor visits to emergency care and major surgery.

The public health system in Uruguay is administered by the Office of Public Health Services (ASSE). Most of the major hospitals within ASSE are located in large cities, while in smaller cities there are clinics and auxiliary hospital facilities to serve citizens. The Mutualista service is also available in ASSE with a regular monthly payment. It is not difficult to get membership in ASSE, since there are no age restrictions or pre-existing diseases.

The presence of Mutualista in Uruguay puts less strain on the health care system, so that its services are of acceptable quality. But those who prefer additional services can choose a private network. In a high-class private medical system, there are several hospitals of international standard, headed by their associations. There are fewer people in these hospitals and they offer a more pleasant environment for treatment.

Emigrants can choose to be treated in public hospitals in Uruguay or use the services of a private medical institution. But in order to reimburse medical expenses for their treatment, they will have to purchase an international medical insurance policy.

Climate

Uruguay is a country in the southeastern part of South America, on the coast of the Atlantic Ocean. It borders Brazil to the north, Argentina to the west, and the Atlantic Ocean to the east and south. The land borders are 1,564 km long, the coastline is 660 km. Seasonal fluctuations are pronounced in Uruguay, but extreme temperatures are rare and are mitigated by the abundance of water in the country, high humidity and fog.
In Uruguay, the seasons are quite clearly defined, and in most of the country, spring is usually wet, cool and windy, summers are warm, autumn is mild, and winters are cold and humid. However, the north-west of Uruguay is farthest from large bodies of water, and therefore it has warmer summers and milder and drier winters than in the rest of the country.

Average summer highs and lows in Montevideo are 28C and 17C (absolute maximum 43C), comparable figures for Artigas in the northwest are 33C and 18C, with the highest temperature ever recorded being 42C. In winter, the average highs and lows in Montevideo are 14C and 6C respectively, although due to the high humidity the temperature seems colder, the lowest temperature recorded in Montevideo is - 4C. Average July highs of 18C and a minimum of 7C in Artigas confirm milder winters in the north-west of Uruguay, but even here the temperature dropped to minus 4C. Precipitation is fairly evenly distributed throughout the year, and its annual amount increases from the southeast to the northwest. In Montevideo, an average of 950 mm per year, and in Artigas, an average of 1,235 m per year.
